The Do’s and Don’ts of Project Management in School Construction

School construction is unlike most commercial building work. A campus may remain occupied, the academic calendar creates immovable milestones, and every delay can affect students, staff, transportation, food service, athletics, and community programs. Successful delivery therefore requires more than managing design and construction—it requires coordinating the project around the continued operation of the school.
For school districts, construction managers, designers, and contractors, the following practices can help protect safety, maintain schedule credibility, and reduce costly surprises.
1. Do Build the Schedule Around School Operations
The project schedule should reflect the realities of an active campus from the beginning. Incorporate the instructional calendar, testing periods, summer and holiday windows, student arrival and dismissal, athletic events, board approvals, utility shutdown restrictions, and planned campus moves.
The schedule should also identify what must be completed before students or staff can occupy a space. Substantial completion alone may not be enough; inspections, commissioning, furniture and equipment installation, technology activation, staff training, cleaning, and move-in activities may all be required.
Don’t treat the academic calendar as a note on the schedule. If a classroom building must open for the first day of school, that date should drive the logic, procurement, inspections, turnover, and contingency planning throughout the schedule.
2. Do Plan Phasing Before Construction Begins
Phasing is one of the most important controls on an occupied-campus project. The project team should clearly define construction zones, temporary classrooms, pedestrian routes, vehicle access, deliveries, emergency access, noise restrictions, utility transitions, and the sequence for moving students and staff.
Each phase should have measurable entry and exit criteria. A phase is not complete simply because physical construction is nearly finished. The next phase may depend on inspections, occupancy authorization, furniture, network readiness, accessibility, and operational acceptance.
Don’t rely on a high-level phasing diagram that is disconnected from the CPM schedule. Every move, shutdown, temporary facility, inspection, and turnover milestone should be incorporated into the detailed schedule.
3. Do Make Safety and Campus Separation Schedule Activities
Student and staff safety must remain the primary consideration. Fencing, controlled access, protected walkways, signage, dust and noise controls, background requirements, delivery protocols, and emergency coordination need to be planned—not assumed.
Safety preparations should appear as real activities and constraints in the schedule. This makes responsibilities visible and prevents work from starting before the campus is ready.
Don’t schedule disruptive or hazardous work without confirming how the school will operate around it. Work involving utilities, demolition, hazardous materials, major deliveries, cranes, or excessive noise may require after-hours, weekend, or school-break execution.
4. Do Integrate Design, Approvals, Procurement, and Construction
A credible master schedule covers the entire project lifecycle. It should connect programming, design development, district reviews, agency approvals, bidding, procurement, construction, inspections, commissioning, certification, and closeout.
For California public schools, Division of the State Architect requirements and project certification should be considered from the start. Required documents, inspections, testing, verified reports, and closeout activities can affect the final completion path. Don’t begin schedule control at the notice to proceed. Design decisions, incomplete submittals, approval cycles, and procurement lead times often determine the construction outcome long before fieldwork begins.
5. Do Track Long-Lead Materials Early
Electrical equipment, HVAC units, switchgear, roofing systems, specialty doors, glazing, technology infrastructure, laboratory equipment, and other manufactured items may determine when a building can be occupied.
The schedule should show the full procurement chain: final design information, submittal preparation, review, resubmittal if necessary, fabrication, shipping, delivery, installation, testing, and commissioning.
Don’t show procurement as a single “order materials” activity. A summary bar can hide the true risk and make it difficult to identify the action needed when a milestone begins to slip.
6. Do Maintain a Logic-Driven Baseline
The baseline should represent the contractor’s actual plan for delivering the work. Activities should be appropriately detailed, logically connected, assigned realistic durations, and tied to contractual and operational milestones.
The schedule should identify critical and near-critical paths, phase transitions, access constraints, owner decisions, submittals, procurement, inspections, testing, and turnover. It should also establish a clear basis for measuring progress and evaluating change.
Don’t accept an unrealistic baseline simply to satisfy a submission deadline. Excessive constraints, open ends, vague activities, or unsupported compression will make the schedule unreliable when the project needs it most.
7. Do Update the Schedule With Field-Verified Information
Schedule updates should capture actual starts and finishes, remaining durations, current logic, procurement status, pending decisions, inspection progress, and newly identified risks. The scheduler should coordinate with the superintendent, project manager, subcontractors, designer, inspector, and owner rather than updating solely from written reports.
Each update should explain what changed, why it changed, and what action is required. A concise narrative should accompany the schedule and highlight critical movement, upcoming decisions, delays, mitigation measures, and responsibility for follow-up.
Don’t confuse a new data date with a meaningful update. A schedule can appear current while its logic, forecasts, or remaining durations no longer reflect field reality.
8. Do Manage Changes Prospectively
When scope, design, access, or site conditions change, evaluate the schedule effect as early as possible. A prospective Time Impact Analysis can show how a change affects the current plan and help the team evaluate mitigation before the delay becomes embedded in the work.
Maintain a change and delay log that connects potential impacts to notices, requests for information, submittals, decisions, schedule activities, and responsible parties.
Don’t wait until the end of the project to reconstruct what happened. Late forensic analysis is more difficult, more expensive, and less useful for protecting the school opening date.
9. Do Protect Turnover, Commissioning, and Closeout
Turnover should be treated as a coordinated phase—not a few activities added at the end. Include testing and balancing, systems commissioning, fire and life-safety acceptance, training, technology activation, accessibility review, punch-list completion, record documents, warranties, operations manuals, final cleaning, furniture installation, moves, and required agency documentation.
The team should work backward from the required occupancy or school-opening date and establish interim readiness milestones.
Don’t consume all available float during construction and assume closeout can be compressed. Testing, corrections, inspections, and approvals may not be fully controllable by the contractor.
10. Do Communicate Differently With Different Stakeholders
Executives need milestone confidence, major risks, decisions, and budget implications. Project teams need detailed activity-level coordination. School administrators need clear information about access, noise, moves, shutdowns, and operational effects.
Use the same underlying schedule data, but tailor the reporting to the decisions each audience must make.
Don’t overwhelm decision-makers with a large schedule file and expect them to find the story. Translate schedule data into a concise, action-oriented explanation.
The Bottom Line
Effective project management in school construction begins with one principle: the project must serve the school, not disrupt its mission. That requires an integrated schedule connecting design, approvals, procurement, campus operations, construction, commissioning, certification, and turnover.
The strongest teams plan phasing early, verify progress consistently, expose risk before it becomes delay, and maintain enough schedule discipline to protect critical academic milestones.
