Taxiway construction may look straightforward on a project schedule: close an area, remove pavement, complete underground work, place new pavement, install lighting and markings, and reopen the taxiway.
At an active airport, however, it is rarely that simple.
Taxiway construction takes place inside a highly controlled operational environment where aircraft movements, safety requirements, construction access, utilities, weather, airfield lighting, inspections, and multiple contractors must be coordinated—often within very limited work windows.
For airport owners and contractors, many of the biggest schedule risks are not obvious during early planning. They emerge when construction interfaces with ongoing airport operations.
The result? A seemingly small taxiway project can quickly become a complex scheduling challenge.
1. Construction Must Work Around Airport Operations
Unlike many traditional construction projects, an airport cannot simply shut down the surrounding facility while work takes place.
Aircraft still need to move between gates, runways, maintenance areas, cargo facilities, and other parts of the airport.
Taxiway closures can therefore affect much more than the immediate construction zone. A closure may change aircraft routing, increase congestion elsewhere on the airfield, or require temporary operational procedures.

Loose aggregate, pavement fragments, tools, construction materials, or other debris can create serious hazards to aircraft.
As a result, construction logistics, haul routes, cleaning, inspections, and housekeeping become part of the operational construction process—not simply secondary field activities.
FAA currently maintains specific guidance for airport FOD management, reflecting the importance of controlling debris around aircraft operating environments.
For schedulers, the lesson is straightforward:
Do not assume every available construction hour is a productive construction hour.
Time may also be required for safety setup, inspections, cleaning, escorting vehicles, and restoring areas to operational condition.
7. Night Work Creates a Different Productivity Model
Many taxiway projects rely heavily on nighttime construction because closure opportunities are limited during normal airport operations.
A six-hour closure does not necessarily provide six hours of productive construction.
A typical work window may involve:
Closure → contractor access → safety setup → construction → cleanup → inspection → reopening
If setup and reopening consume significant portions of the available closure, the true production window can be considerably shorter.
Repeating this difference night after night can materially change the project completion date.
For this reason, airport schedules should be built around realistic work windows, not simply calendar duration.
8. Weather Can Affect More Than Paving
Weather risk in taxiway construction is frequently associated with asphalt or concrete placement, but its schedule impact can extend much further.
Rain, extreme temperatures, wind, or other conditions may affect:
Earthwork
Subgrade preparation
Concrete placement
Asphalt paving
Joint sealing
Striping
Electrical work
Testing
Cure periods
More importantly, weather delays can cause a project to miss a specific operational closure window.
Missing one window may push work into another night—or potentially another phase.
Therefore, the schedule impact of one lost workday is not always one calendar day.
9. Multiple Airport Projects Can Compete for the Same Space
Large airports frequently have several capital projects underway simultaneously.
A taxiway project may interact with:
Terminal construction

On an active taxiway, a relatively small design or field change can have consequences far beyond the direct quantity of work.
For example, relocating a duct bank could affect:
Electrical installation → excavation → subgrade → paving → striping → testing → reopening.
The direct work may be relatively minor.
The schedule consequence may not be.
This is why accurate logic, contemporaneous schedule updates, and disciplined delay analysis are essential in airport construction.
